Why does the rain chance keep changing?

Precipitation probabilities can change when new observations and forecast-model information become available. Changes in storm track, atmospheric moisture, temperature and timing can all affect the predicted chance of rain. A change from 30% to 50% does not mean that forecasters suddenly know rain will occur; it reflects updated probability estimates. For practical planning, also consider expected rainfall amount and timing.
